Speaker Biographies - Day 1:

Don Lack - Chair of the UK HECA Fora Group (Outgoing)
Welcome and Introduction
Don Lack Don holds an MSc in Environment and sustainable Development, is a Fellow of the Institute of Energy and the Institute of Plumbing, a Qualified National Home Energy Rating Assessor, holds a ‘Lifetime Achievement Award’ in Energy and was made Energy Manager of the Year in 2002. He is a qualified Plumbing and Heating Engineer, and holds NVQs C23,D32, Trainer D33. (Assessors). Don also holds the Queens Badge of Honour for distinguished Service.

Don joined Leicester City Council in 1991 to help them deliver the Leicester Energy Policy, which called for an energy reduction to 50% of the 1990 levels by the year 2025. Since joining, he has been able to introduce a number of solutions to the energy problems of the City Council, including the Condensing Boiler replacement programme to meet the requirements of the Blue Angel Standards. This has allowed the Council to reduce its emissions of CO2 and NOx to below the lowest standards called for.

As Manager of the local Energy Efficiency Advice Centre in Leicester, he has been pioneering the development of the benefits of the Advice Centre Network and has made a number of presentations on the Home Energy Conservation Act and the role of Energy Efficiency Advice Centres. Don is also the Director for the Leicester Energy Agency, which was part funded by European Commission DGXVII Energy from 1996 to 99, and has a requirement to help SMEs develop energy efficient systems, including CHP. Don is a recognised expert in the field of Energy Efficiency and has an abundance of knowledge. Don is a frequent speaker in Europe, and has just returned from Martigny, where he was made an Ambassador of Energie-Cités and Leicester was awarded a certificate for its sustainable energy development.

Nigel Dewbery
Enact Energy Consultants
Nigel Dewbery Nigel has recently joined the team at Enact to oversee the expansion of the HEAT Project into new areas of activity and geography.

He has recently been the SW Regional Manager for Dearle & Henderson Energy and before this worked for Eaga Partnership Ltd.

Whilst at Eaga Nigel was responsible for the national surveying and inspection operation for Warm Front and initially for setting up and operating the Eaga office in the South West responsible for Warm Front in the area.

His previous experiences include 16 years with Eastern Electricity (now Powergen) and South Western Electricity (now EDFEnergy). At the latter he was responsible for SWEBs EESOP I and II programmes into Devon and Cornwall.

Married with three children, Nigel lives on the Somerset flats where he is a Parish Councillor in the village of Ilton. His hobbies include Marine fish keeping, Music and Keeping Fit.

Edwina Hart AM MBE - Minister for Social Justice & Regeneration
Key Note Address
Edwina Hart J Edwina Hart MBE (Labour - Gower) Minister for Social Justice and Regeneration. Born in 1957, she is a former Trade Union official working with the WTUC and has also worked in banking. She is an ex-President of BIFU and was awarded the MBE in 1998. Mrs Hart is a former member of the Broadcasting Council for Wales, Wales Millennium Centre and the South West Wales Economic Forum and the Employment Appeal Tribunal. She also served as a non-executive director for Chwarae Teg and is currently a member of the Court of Governors, University of Wales, Swansea. A member of the T&GWU and ISTC, her interests include Economic Development and Equal Opportunities.

Steve Fuller IEng, DMS, MIEIE, MCMI - Energy Efficiency Commitment Manager, EDF Energy
EDF
Steve Fuller Steve worked in the energy supply industry for approaching thirty years in a technical and managerial capacity. Twenty of those years have been largely focussed on developing and implementing solutions to improve the energy efficiency of buildings, both public and private sector housing in particular. More recently, has been directly involved with delivering business targets under the Energy Efficiency Standards of performance (EESoP) 1, 2 & 3 and current EEC programmes. Likes include, progressive rock music, good food and reading a good book. Is also a lifelong Arsenal supporter, but hope this will not be held in detriment.

Oliver Myers
Best Practice Guidelines for HECA Reporting
Oliver Myers Oliver manages the Energy & Sustainability Unit at the London Borough of Camden Housing Department where he is responsible for Camden's HECA and Warmth for All strategies, as well as a range of sustainability initiatives. In 2002-03, Oliver helped Camden achieve Beacon Status for their efforts in tackling fuel poverty.

Oliver is currently Chair of the London HECA Forum and has led the UK HECA Chairs' Research Sub-Group in letting the contract for the research of HECA Officers' views on the future of HECA, which is feeding into Defra's HECA review.

Stephen Cunningham
Differences in Framework Between Scotland & England
Stephen Cunningham qualified as a surveyor in 1990 and is the Special Projects Coordinator within Housing Strategy and Development in Social Policy in West Lothian Council. He has responsibility for housing capital investment planning and implementation. As part of this, he manages an Energy Conservation budget, and this forms the core of the Council's energy conservation and fuel poverty response. In developing this response he attended the Scottish HECA Officers' Network and was elected Chair in 1997 and remains so to this day. Stephen also represents CoSLA in some energy issues and in fuel poverty. He is a member of the Fuel Poverty Forum, which works with the Scottish Executive to inform the Minister on fuel poverty.

Austin Baggett
NES (National Energy Services)
Austin Baggett Austin Baggett is Head of Energy, Accreditation, and Training at National Energy Services (NES) which includes the NHER and SAVA membership schemes. An engineering graduate, Austin spent the first 5 years of his career working with an energy and environmental consultancy, where he co-authored BREEAM and was trained as one of the first NHER Assessors in 1991. From 1996 to 2001 he spent 5 years working in business development and marketing within the construction and technology sectors before joining NES in 2001.

Bruce Pittingale - Chair of the UK HECA Fora Group (incoming)
Chair Handover
Bruce Pittingale Bruce Pittingale is the Energy Manager of Fenland District Council in Cambridgeshire. As part of this role Bruce is also the Vice Chair of the National Home Energy Conservation Act (HECA) Forum.

Fenland have been very successful in implementing energy programmes for both social and private sector homes and have provided first time heating and full insulation packages to all Council owned homes.

These projects have been recognised nationally in each of the last five years, with Bruce himself being a past HECA Officer of the Year and the Society of British Gas Industries 2002 international award winner for services to energy efficiency by developing a training programme for central heating engineers of national importance.

Previously, Bruce has spent most of his working life in the private sector with a lifetime spent in the central heating industry, being the son of a self employed heating engineer.

Tim Curtis - Director of Operations, Energy Saving Trust (EST)
Key Note Address
Tim Curtis Tim has been with the Energy Saving Trust since 1994. His current position is Director of Operations, where he has responsibility for all operational aspects of the EST in the sustainable energy field. This includes the Trust's work in Energy Efficiency, Renewables and Cleaner Fuel Vehicles. The key activities within Tim's remit include:

Energy Efficiency - energy efficiency advice via 52 advice centres, funding for local authorities, grants for community heating schemes, best practice and promoting energy efficiency within the supply chain for a wide range of products. Renewables - provision of grants for photovoltaic installations (generation of electricity from sunlight) for domestic, public sector and business customers, as well as advice to households. Cleaner Fuel Vehicles - grants for a wide range of applications, including conversion to LPG (liquid petroleum gas) and natural gas, as well as funding to clean up older diesel engines and support for hybrid vehicles. Also Best Practice advice for fleets and local authorities.

Tim is also responsible for the Trust's Devolved Offices in Scotland, Wales and Northern Ireland.

Up until July 2002, Tim was Director of Energy Efficiency, with the overall responsibility for co-ordination of all the Trust's energy efficiency activities (developing, delivery and marketing of the energy efficiency activities, with which the Trust is involved). This role also encompassed the Trust's engagement with the Energy Efficiency Partnership for Homes.

Walter French
Scottish Power
Walter French As Energy Efficiency Manager, Walter is responsible for achieving the targets within the Energy Efficiency Commitment Programme for the ScotishPower Group where he now leads a specialist team of 23 staff.

He has worked with ScottishPower, and its predecessor South of Scotland Electricity Board, for over 32 years. Born in Glasgow, he attended the High School of Glasgow before graduating with Honours from Strathclyde University in 1970.

A Chartered Engineer, Walter has held a variety of posts in the Company, predominantly within the Commercial Engineering Department, where he managed the Contracting, Appliance Servicing and Technical Services operations throughout the Glasgow and Clyde Area, before a move to the Company’s Headquarters, where he was appointed head of New Product Development. He is a registered assessor for the NHER scheme and represents the Company on a variety of Technical And Advisory Committees in both the Electricity Supply and Energy Efficiency Industries.

Walter lives in the Bearsden area of Glasgow and is married with two daughters. His hobbies are playing golf and watching football.

Professor Phil Jones
Modelling the Existing Building Stock
Professor Phil Jones Professor Phillip Jones is Chair of Architectural Science and Director of the Centre for Research in the Built Environment at the Welsh School of Architecture, Cardiff University, where he is currently also Head of School. His main research interests are in the field of energy use and sustainability in the built environment. He is a member of the UK Government Building Regulation Advisory Committee (BRAC) and Chair of both the Approved Document L ‘conservation of fuel and power’ and Document F ‘Ventilation’ working groups. He is UK Representative of the European COST 8 ‘Urban Infrastructures and Sustainability’ Committee. He chairs the Design Advice Committee for Carbon Trust Wales and is working with the consortium of local authorities in Wales (CLAW) to promote research on issues of sustainability with local authorities.

Mike Lock - Energy Services Manager npower
npower
Mike has held the post of Energy Services Manager with npower for over five years and is responsible for delivering npower’s energy efficiency programme. Mike is charged with ensuring that npower meets its obligations for the Energy Efficiency Commitment. In addition to this Mike is responsible for npower’s Energy Services Bureau which provides free energy efficiency advice to callers; a team of Energy Services Representatives that provides energy efficiency advice in the home, at exhibitions, shows and through specific campaigns and Energy Services Development which undertakes market research, evaluates new energy efficiency products and explores new channels to market.

With over 35 years in the energy industry and with an electrical engineering background, Mike has held many positions in engineering, sales and marketing of energy at an area and Headquarters level. For one of npower’s predecessor companies, Midlands Electricity, Mike project managed a high profile Public Finance Initiative in London, bidding for one of the largest PFI projects in the commercial sector. He was Sales Manager for Midlands Sales, a gas supply subsidiary company selling to commercial and industrial markets.

Mike firmly believes his wide experience gained in the industry helps him in achieving ever-increasing energy saving targets.

Working in Worcester and living in Solihull, West Midlands, Mike is married with two daughters.

Linda Dixon - Community Energy Manager
British Gas
Linda Dixon Linda Dixon is responsible for managing a team of Community Energy Advisers that work with Local Authorities, Housing Associations, Energy Efficiency Advice Centres, schools and charities across the North of England and Scotland to promote the importance of energy efficiency and the British Gas energy efficiency and fuel poverty schemes.

Linda has been working on the British / Scottish Gas ‘here to HELP’ programme since its foundation and is instrumental in establishing ‘here to HELP’ in the North of England and Scotland, working closely with Social Housing Providers to alleviate fuel poverty in some of the most deprived areas in the country.

Linda has 15 years experience working in customer focused environments, playing a key role in developing and delivering special services for Scottish/British Gas’ most vulnerable customers.

Mike Newell, Energy Efficiency Manager
Powergen
Mike joined East Midlands Electricity in 1988 after graduating in Building Services Engineering from Newcastle Polytechnic in the June of that year. Initially his role focused on the energy efficient use of electricity in commercial buildings using heat pumps and thermal storage. After two years designing commercial systems he took responsibility for the domestic sector promoting new technologies and developing an energy rating capability using the NHER software. Over the last 15 years he has developed an expertise in the area of energy use in buildings with the last four focusing on delivering Powergen’s energy efficiency targets under the EESoP and EEC programmes. Mike now manages a team of 34 who deliver Powergen’s energy efficiency advice service and Energy Efficiency Commitment programme.

Jo Hefford
HECA Officers and the Rise of Regionalism
Jo Hefford "Jo Hefford has been a civil servant for over 30 years, most of it in offices in the East of England. About 10 years ago he moved into the regional branch of 'The Energy Efficiency Office'. Although this has evolved into a 'Sustainable Development Team' of which he is allegedly Leader, energy remains a key theme. He particularly feels there is a need to raise awareness of energy embodied in everyday things. On reflection he realises he does not lead by example. His home has a miserable SAP rating, and two of his cars are good news to oil industry shareholders."
