Bruce Pittingale - Chair of the UK HECA Fora Group

Welcome & Introduction from the Chair

Bruce Pittingale is the Energy Manager of Fenland District Council in Cambridgeshire. As part of this role Bruce is also the Vice Chair of the National Home Energy Conservation Act (HECA) Forum.

Fenland have been very successful in implementing energy programmes for both social and private sector homes and have provided first time heating and full insulation packages to all Council owned homes.

These projects have been recognised nationally in each of the last five years, with Bruce himself being a past HECA Officer of the Year and the Society of British Gas Industries 2002 international award winner for services to energy efficiency by developing a training programme for central heating engineers of national importance.

Previously, Bruce has spent most of his working life in the private sector with a lifetime spent in the central heating industry, being the son of a self employed heating engineer.

Nigel Dewberry, Project Development Manager for the HEAT Project, Enact Energy

Enact Sustainable Energy Consultants

Nigel joined the team at Enact in March 2004 to oversee the expansion of the HEAT Project into new areas of activity and geography.

He had previously been the SW Regional Manager for Dearle & Henderson Energy and, before this, worked for Eaga Partnership Ltd.

Whilst at Eaga, Nigel was responsible for the national surveying and inspection operation for Warm Front and initially for setting up and operating the Eaga office in the South West responsible for Warm Front in the area.

His previous experiences include 16 years with Eastern Electricity (now Powergen) and South Western Electricity (now EDF Energy). At the latter he was responsible for SWEBs EESOP I and II programmes into Devon and Cornwall.

Married with three children, Nigel lives on the Somerset flats where he is a Parish Councillor in the village of Ilton. His hobbies include Marine fish keeping, Music and Keeping Fit.

NEA Strengthening Focus on Fuel Poverty

Joanne Carr joined NEA in 2001 as Director of Business Development. Her responsibilities include management and development of the organisation’s training and membership provision, representing the organisation at a national level relative to this and generally on current and emerging issues on fuel poverty (along with other directors), contribution to general management and planning, attendance at the Energy Efficiency Partnership for Homes, Energy Advice Providers Group, liaison with DEFRA, DTI, DWP, ODPM and throughout England and Wales liaising with appropriate partners and forming strategic partnerships. Prior to this, Joanne worked for 12 years in Business Development and Partnership management at New College Durham. This involved a diverse range of activities from working closely with the college's business and public authority partners and taking forward the agenda of retaining young people in education who may otherwise have become disengaged - to devising relevant and appropriate courses & projects to benefit business and industry, including Environmental and Quality Standards. She was, for 21 years, a Councillor on Derwentside District Council and currently Chairs her local village partnership.

Joanne managed the development of a CD ROM to implement Environmental Management Systems (ISO14001), mainly with the construction sector and is particularly interested in Environmental Management and the reduction of waste production at source. Since joining NEA, Joanne has been involved in the further development of training programmes via short tailored programmes, a higher level programme for Managers in the Energy Efficiency and Fuel Poverty fields, work for DEFRA, work with several utilities and the further enhancement of NEA’s member services to aid the partnership approach, which she passionately believes is the core of NEA’s success.

Professor Jim Skea - UK Energy Research Centre

UK Energy: The Role of Research

Jim Skea is Research Director of the UK Energy Research Centre. He is also currently involved with the UK Research Council’s SUPERGEN Sustainable Hydrogen Economy Consortium. Until recently, Jim was Director of the Policy Studies Institute, London. He has previously been Director of the Economics and Social Research Councils’ Global Environment Change Programme. Jim has worked closely with government and in 2002-03, he helped establish the Low Carbon Vehicle Partnership, an initiative bringing together government departments, automotive and fuel companies, NGO’s and the research base. He chairs the Scottish Power Green Energy Trust.

Aubrey Meyer - Global Commons Institute

Contraction & Convergence

Aged 43, Aubrey Meyer co-founded the Global Commons Institute (GCI) in London in 1990. He spent the next decade campaigning at the United Nations negotiations on climate change to win acceptance of the management of global greenhouse gas emissions through the framework of, 'Contraction and Convergence' (C&C).

In 1998, he won the Andrew Lees Memorial Award for this and, in 2000, the Schumacher Award. C&C is now cited as, ...destined to become one of the most important principles governing international relations in the 21st Century. It is a powerful ethic that incorporates global justice and sustainability.

Brenda Boardman - Programme Leader of Lower Carbon Futures and Demand Reduction Theme Co-Director, UK Energy Research Centre Environmental Change Institute

Housing and Energy Strategy

Brenda is head of the Lower Carbon Futures team. Her main research focus is on energy efficiency and the way that energy is used in British homes, particularly by low-income households, i.e. fuel poverty. She considers the economic, social and technical aspects of the subject and her work has a strong policy emphasis. She has been a member of the DTI's Energy Advisory Panel and is widely viewed as one of the most experienced in her field. She was awarded an MBE in 1998 for her work on energy issues.

Brenda has a leading role in the new UK Energy Research Centre (UKERC), which launched this October. Brenda and her team's research focus on demand-side energy issues in the UK. In addition, as part of the UKERC, Oxford University and the Environmental Change Institute are hosting the Meeting Place , which will bring together national and international energy experts to discuss and debate energy topics.

Brenda's other major projects include the 40% House Project (funded by the Tyndall Centre) and Carbon Vision = Building Market Transformation (funded by the Carbon Trust and ESPRC - Engineering and Physical Sciences Research Council). Both projects are looking at how dramatic reductions in greenhouse gas emissions can be achieved in the built environment by 2050.

Brenda also teaches on the MSc Environmental Change and Management.

Professor John Chessire OBE - Honorary Professor at SPRU, Sussex University

Key Note Address - The Pace and the Climate: Both are Getting Hotter

John Chessire is now Honorary Professor at SPRU (Science & Technology Policy Research Unit), Sussex University, where he worked for 27 years and led the energy policy programme. He is also an Associate Fellow, Environmental Change Institute, Oxford University; and Visiting Professor, City University. He co-edits the EU's Annual Energy Review and has advised the European Commission, OECD, the National Audit Office and several European governments. For 22 years he was Specialist Adviser to several House of Commons select committees but he is now a member of the Government's Sustainable Energy Policy Advisory Board. He is Chairman of the Energy Efficiency Partnership for Homes; and Deputy Chairman of the Government's Fuel Poverty Advisory Group. He is a past President of the Institute of Energy; and a past Chairman of the Eaga Partnership Charitable Trust and of the National Energy Foundation.

Councillor Mrs Emily Morrell-Cross was born in Ashton-Under-Lyne, just north of Manchester, in July 1943 and left state education at the age of 15 years. Whilst waiting to train as a nurse, Emily took on a variety of jobs including working in a cotton mill, cigarette factory and clothing manufacturer.

Emily moved to Bournemouth in 1970 when she worked in the Casualty Department at the former Boscombe Hospital, and in July 1974 she opened her first Home for the Mentally Ill.

Emily was first elected onto Bournemouth Borough Council in 1987 and has served on the Housing Committee since that date. She has also served on a variety of other Committees - Highways, Social Services, Environment, Amenities and Policy & Resources. Councillor Mrs Morrell-Cross has also served as a Group Scout Leader at St Luke's Church for the 24th Bournemouth Group, and is currently Appointed to the Bournemouth War Memorial Homes Management Committee and the Bournemouth Sea Cadet Corps at T S Phoebe.

Emily is married to Les and has one son, Darren, three grandchildren (Connor, Skye and Amber) and three dogs (a West Highland Terrier, a Jack Russell, and a Jack Russell/fox cross).

Her hobbies include clay pigeon shooting and riding pillion on her husband's Valkarie Motorcycle.

Peter Brunt - Energy Strategy Unit, Department of Trade & Industry (DTI) Peter worked in Local Government as a Best Value Policy Officer, and on Environment & Business and Transport Taxation issues in DETR and DEFRA before joining the Energy White Paper team in 2002. Following publication of the White Paper, Peter now has responsibility for regional delivery of energy policy as part of DTI's Energy Strategy Unit. He is also seconded part time to DEFRA to work on the review of the Government's Climate Change Programme.

Baroness Maddock, Non-Executive Director of the Utilicom Group

Diana Maddock has been a member of the House of Lords since 1997. She was Housing Spokesperson for the Liberal Democrats 1997-2005, and is a member of the European Union Select Committee.

Diana’s early career was in teaching. She taught in secondary schools in Southampton and at the Extra-mural department of Stockholm University.

Diana became involved in politics in the 1970s. She was a Southampton City Councillor 1984-93. On the Council she led the Liberal group and had particular interest in housing and energy conservation. She was the Member of Parliament for Christchurch 1993-97. During that time, she was spokesperson for the Liberal Democrats on housing, the family and women’s issues. She also successfully piloted a Private Members’ Bill through Parliament which became the Home Energy Conservation Act 1995.

From 1998-2002 Diana Maddock was Federal President of the Liberal Democrat Party.

Diana is President of the National Housing Forum, President of the Micropower Council and President of the Anglo-Swedish Society. She is a Vice-President of the National Housing Federation, the National Home Improvement Council and National Energy Action. She is also a Trustee of the National Energy Foundation, the Wessex Medical Trust and the Richard Newitt Trust.

Diana Maddock is a Non Executive Director of Utilicom Ltd.

Simon Woodward - Chief Executive of the Utilicom Group

Simon Woodward, Chief Executive of the Utilicom Group, was appointed in July 1996 following a complete restructuring of the Groups UK operations. Simon graduated in 1987 with a 2:1 Bsc (Hons) degree in Energy Technology and Management from Swansea University. After spending four years working for engineering consultants on energy management projects, Simon joined Utilicom in 1991 as Engineering Manager, designing and managing the construction of extensions to the Southampton District Heating scheme, including the connection of the RSH Hospital and the DeVere Grand Harbour Hotel. Following a review by the Board, he was appointed Chief Executive in July 1996. Simon is still actively involved in the Company's projects and qualified as a Chartered Engineer in July 1997.

Philip Sellwood - Chief Executive, EST

Future of EST Working with Local Authorities

Philip has a wide-ranging commercial background with experience in the food, retail and private equity markets. He spent over twenty years with Marks and Spencer, joining as a graduate in 1977 and working in almost every part of the business. Among his achievements at M&S were the expansion of the £3 billion food business and the development of the innovative mail order and e-commerce activity. He left M&S in 2000 as Director of Group Strategy. Philip brings to EST strong retailing experience, most recently as Commercial Managing Director for First Quench Retailing (one of Europe's largest retailers, best known for its Thresher and Victoria Wine stores), where he was responsible for trading, buying, marketing and the supply chain.

In addition to his strong private sector experience Philip has demonstrated a real commitment to the public sector. He has undertaken work for the DTI, for an educational charity and as a Ministerial Advisor for the Home Office. He is currently a Non- Executive Director to the Improvement and Development Agency which works closely with the Office of the Deputy Prime Minister - providing business expertise to improve the performance of Local Government. Philip is on the Editorial Board of Sustain magazine and the Advisory Board of the National Consumer Council. Philip is 51 years old and has two children. His personal interests include wine and sport (especially cricket), live theatre and music. He is a graduate of Nottingham University and has an MBA from the University of Westminster.
